The CEMEJ is aimed at promoting broader studies in this area, encouraging the participation of all European universities and thereby creating a participatory framework that will be strong enough to mitigate problem stemming frpm the application and enforcement of legal measures in a social environment which is divided.
We start form the premise that proper intervention must garantee minors' and citizens' rights and, as such, our goal is to generate a consensus-based document which reflects this principle and goes beyond what is set forth in legal provisions. The contents of such a document will be endorsed by law abidance programme management entities, be they private, public, or mixed, who are committed to a style of management where values such as social responsability and quality of servicies are indispensable
